And, I assume, Explorer. Have a look at C\Bootlog.txt and see if that
sheds any light on the problem.
A few load failures are normal. But see if there's anything that looks
important failing to load.
I can't see that Norton or any other application would prevent Windows
bootup if it's not set to run at startup.
