It depends on what you want to do after you have "booted" the machine with the CD.  For example if your XP installation uses NTFS file system, then you can't see anything on the hard drive with true DOS.  DOS cannot read NTFS partitions. If you want a CD to boot in DOS mode to flash a BIOS, that's one kind of boot disk.  If you want to get data from a hard drive, that's another type of CD boot disk.  If you want to just install Windows from a CD then the installation CD is already bootable.

To create a bootable CD to read NTFS partitions go to:
