It is under "Start -> Programs -> Accessories".

If you don't see it, the "most frequently used" feature may be in effect,
click on the double down arrow at the bottom of the Accessories menu.

A quick way to bring it up also, if you have a "Windows" keyboard, is to hold
down the "Windows" key (the key located to the left of the space bar with the
Windows icon), and press 'E'.
