Martin,

You haven't said what brand/model the modem is.  However, I suggest you not
only delete/remove the modem from the Device Manager, but you should also
delete the INF file and associated modem drivers.  Many times Windows will
take the "easy route" and reuse the existing drivers even though they are
corrupted.   By deleting them, Windows is forced to reload "fresh" versions
from the disk/CD.  An added bonus might be that reloading the drivers will
solve all the problems.
