I had this same problem last year. I had purchased a new computer and could
access secure web sites fine. One day, I noticed an icon on my desktop for
Norton Personal Firewall (it came with the computer). I double-clicked it
and it installed itself. I looked at the settings and they were all
disabled. I never used this firewall, so I just forgot about it.
Some time lateer, I found I could not access secure web sites. After
troubleshooting this for 6 months with computer techs, one of them asked if
I had Norton Personal Firewall, I said, Yes, but I never activated/used it.
He suggested I uninstall it. I did.
Once again I can access secure web sites!!
