I still have the problem. When I went to FP and did as Carol suggested,
Front Page was already listed as the editor for all htm and html files (as
well as several others).Word wasn't listed at all but is still in IE under
File--Edit with...

Try  Opening Front Page ->Tools -> Options-> Configure Editors - make sure
Front Page (frontpg.exe) is listed as an Editor for html, htm, etc. pages
