I believe these are listed in alhpabetical order by name.

The reference that would tell me for certain isn't handy, but it
rather looks like Windows builds this list "on the fly" by scanning the
registry's list of known file types, and collecting applications listed
as providing "open" operations. SO the way to remove an application
from this list would be to remove all of the registry entries under
"HKEY_CLASSES_ROOT\<filetype description>\shell\open" which refer to
the application, or to go through Explorer "View|Options|File Types"
and remove all of the types that show the application under "Opens
with". Or, of course, to uninstall the application....
