My web folder problem is solved! I followed KB article 287402. I skipped it before because it says not to do it if you have Front Page 2002. However I finally realized that I have FP 2000 and following step one did it. Basically I renamed a few files in FP server extensions, ran repair and the renamed files were replaced. I guess one or more were corrupt. Anyway thanks to everyone who offered advice, I appreciate it!
