Not exactly. The .ex_ and .hl_ are compressed. You can't open  the renamed
file because it is _not_ an .exe file. It is still a compressed file, no
matter what the name is, and windows can't read it. The files must be
extracted, but with the win3.x version of the extract program, not the win9x
version. There is another reply in this forum which explains the syntax.

You need to _extract_ cardfile.ex_ , cardfile.hl_ and cards.dll to the same
directory. Once you have followed the extract procedure you can run
cardfile. Remember to use the 8.3 filename setup for your files. If you try
to use longnames, cardfile can't recognize them, nor can it write long
filenames.

Once you have generated some cardfiles (ext .crd) you can associate this
extension with cardfile.exe and make shortcuts to each file, if you like.
