My modem behaves similarily, but I am pretty sure my problem is just
line noise.  Did your old modem connect faster than 26.4?  If it
connected at 26.4 as well then the problem is likely noise in the phone
line, and you'll have to talk witht he phone company about that.

You might try playing with settings for error correction and
compression.
