If you right click on the taskbar, you may find that it is "locked". If 
so, try unlocking the taskbar and then resizing it. Then "lock" it.

Also, I notice that you are using XP with SP1. SP3 has been around long 
enough that an upgrade is not a problem. There are a few computer 
configurations that will not upgrade, but will provide an opportunity to 
automatically go back to where you started.
