Ok, here is an idea. Have you checked the system logs for what is happening?
I often forget to look at the log files - they sometimes contain useful
information. See if there is some program activity that precedes the
failure.

Since you have re-installed a clean version of XP, then it is more likely
that some piece of hardware has a device driver problem during shutdown. If
this is not too intermittent (happens more often than not) you might try
turning off various services before you shutdown (using the administrative
tools). This may point you to the program or service that is involved in the
failure. Good luck.
