In most systems when you disable the com ports, they aren't fully disabled, and
phantom ports continue to show up in Windows 95. I think it disables the IRQ,
but the I/O addresses still register.

You might try disabling the onboard com2 port, then setting the modem for com4
which uses the same IRQ, but different I/O addresses.
