1. Try restarting in Safe Mode---usually hold the F8 key down as soon as 
you power on until the Boot Menu appears, but Dell might be different from 
standard.  If you can get into Safe Mode you can run System Restore or do a 
registry restoration if you have registry backups.

2. If that won't work, see if you can beg borrow or steal a copy of the 
"BartPE" emergency CD. This will run a cut-down version of XP straight off 
the CD with a rudimentary file manager so that you could run System Restore 
from your hard drive. Your local computer club or computer shop might lend 
you one if you plead poverty.

There was a rather nasty boot virus which had this sort of behaviour---or 
else your registry is well and truly corrupted. Normally if XP can't start, 
it will go into the last known good registry backup.

3. It's possible that it COULD be due to overheating--a fan failure 
perhaps. Modern systems are self-protecting so that if any sensor detects 
overheating the system will shut itself down. But you wouldn't expect that 
immediately on a cold startup unless there's something drastically wrong.
