Hello again,

I've found the problem. The secondary IDE channel on the
motherboard died. Since the CD Rom drive was master on
the secondary IDE channel it wasn't showing up, in
the CMOS setup screens or Device Manager.

I moved the CD Rom drive to slave on IDE 0 and it is
now working.

The system will toss an error when starting as follows:

    "System Board Resource Conflict Error, F1 to enter Setup,
    ESC to boot"

Pushing ESC yeilds a normal boot into Win 95  with
everything working except the Secondary IDE channel.

The BIOS has very few settings, none for board resources,
memory timing, etc... It's basically a one screen BIOS with
settings only for boot sequence, installed drives, and not
much else.
