I have same problem, my 56K modem doesn't give me any faster than 26400 (FTP
test) mostly (few times 28800),  however, my friend's old 28K modem got
28800 on my computer (same everything except the modem) nearly all the time
(I took that old modem for a test to compare my speed).

I guess the problem will be only able to solved when your (either my) ISP
goes digital.
