A number of possibilities exist at this point. First, make sure that the
wall outlet is providing the proper AC voltage. Next, eliminate the power
supply unit (psu) as a possible cause - borrow a known good psu with enough
watts to run your system. Hook it up and see what happens. If that fixes the
problem, replace your old psu. If not, that will be good information for
further troubleshooting. The fan running on the psu is not enough to
determine the viability of the psu.

Also, what other events lead to the boot failure? When did it stop working?
Was the PC moved or worked on prior to the failure? Any lightning or
electrical power problems in your area prior to the failure?

Oh, woe is me! It never rains but it pours and I'm feeling soaked to the
skin.
Thanks to all who helped me sort out PC B which is now running like a dream
(dare I say that?) PC A is acting up and doesn't want to play. I switch on
and the fan runs but the red button by the 'on' switch stays on and the
monitor stays black although the power light on that is on.
Can anyone assist please??
