OS/2 (all versions) behaves the same way. There is a free utility for it
that is put in the Startup folder to turn NumLock on.  Perhaps it could
be recompiled for MS-Win2000 or one could write something similar.
Search for numlock.zip at  http://hobbes.nmsu.edu/ which includes the
C++ source code.
