My roommate has an eMachine (eTower 400i) and his modem just went out
recently.  My brother-in-law has an eMachine 366i2 and his modem went out,
too.  I'm not sure exactly what his symptoms were, but my roomie's modem
pretty much did what your friend's did, though not every single time.
Sometimes it would connect, but he was unable to send or receive data.  When
he tried on AOL, AOL wasn't even able to get the modem to dial out.

One thing you can try before replacing the modem is first turning the
computer off for about 15 seconds, then turn it back on and try the modem.
Use that step if he normally leaves the PC on all the time.  My roomie's
modem would sometimes take the phone line hostage and it would be screwed up
until powering the computer off and back on.

Another thing you can try is removing the drivers and reinstalling them.  If
my guess is correct you have an HSP Micromodem 56.  Windows will probably be
able to redetect the drivers.  Since eMachines come with software modems,
then if the software that runs them is corrupted, it can cause problems.
