This is not entirely true.  It was only the early versions of Windows 95
that couldn't boot off the cd (ref:
http://www.geek.com/sysup/sysup042000/upques200.htm)  All versions of
Windows 98 can boot from the CD (not just 98se).  I know this is true
because I have one of the original full versions of W98 (not se) and it
boots fine from the cd).
