Problem:
I need to totally wipe the version of Windows I have on the first
partition. The second partition has all the rest and is called D. Can I
format D [do you mean C?] and have it leave D alone with the fdisk tool.

Presuming you meant format C, not D, the answer is yes. I don't know what
you mean by fdisk. Your hdd is already partitioned, so don't need fdisk?
(You could if you wanted, use fdisk to partition D, but then you'd lose
everything on D. You could repartition D with little loss of programs if
you used a program like Partition Magic.)

   A note: I believe you'll still have to reinstall your D drive
programs, as the will have no registry support from the reinstall Windows
registry. On the plus side, reinstalling your programs over the top of
the old ones should keep all your programs and data in their present
organziation and order.
