  What COM port does he have the modem set for?

  [There is an I/O address conflict between the industry-standard
address range for COM4, and the IBM 8514/A video adapter -- which is
emulated by most ATI video cards and S3 chipsets.  So when I see
"modem doesn't work properly with ATI video card", that's the first
thing I look for.]
