I have a friend that had a FIC board on which the serial Com Ports were dead.
See if you have another device that you can use to test the serial ports.

They sell PS/2 mouse connectors for the FIC boards, see if your board supports
a PS/2 mouse and get one of the connectors. I don't mean the plug that you
attach to the mouse to go from serial to PS/2, I mean the bracket with the PS/2
female plug and the cable on the other end goes attached to pins on the mobo.
