That's because you have "keyboard power on" turned on in BIOS and set to
"any key", which is bad, as accidentaly touch the keyboard will turn the
power on, sometimes, it may create problems (one of really bad damage it
could do - you are working on a new heatsink, so you turned off your PC,
took the old one off, then by accident, you touched the keyboard, and your
poor CPU is smoked, and it may also burned your mobo down). I recommend you
change the setting to a key combo or a password.

check the BIOS setting first.

My personal recommendation is: unless it is hard to reach the power button,
turn that "keyboard power on" off. I also recommend to turn "mouse power on"
off (mean double click mouse -> power on).
