Wow.  Sounds like a mess.  Are you doing all of this stuff in Safe Mode??  If not, then do that.  

Now, IE-6 is no longer supported by Windows so you probably won't see any updates.  Also, your CD-ROM thing sounds like a bad reader/laser.  Had that problem with my XP/HP on and off for years.  Kept doing what you did, got inconsistent performance from CD/DVD/RW.  Usually worked when I booted with a disk in the bay.  Also, all of the search and MS Fix-Its kept trying to address driver and registry issues, never even considering maybe a hardware issue.

Anyway, found OEM in wrapper DVD/CD/RW unit online for $39 plus s&h, installed and wahlah! works better than new

 Well if you recall a computer with a virus that I could not
 boot to the dvd
 rom to use my imaging software and i could not get into the
 recovery
 partition and took mnay tries to get to safe mode. 
 Today I tried again, ran
 Kapersky root kit removal--it found nothing, ran malware
 bytes it found
 500ish things which I quaranteed (normally that program has
 not helped me
 regain control  with prior re-do's of machine). 
 Rebooted, still could not
 get to boot to cd ; however I was able to get into the
 recovery partition.
 Did a destructive recovery of the c drive (this  only
 format the c: and not
 the d: partition) got everything back to the way the
 computer was in 2006,
 BUT still could not boot to Rom. Then added the printer, 2
 profiles,  xpsp3,
 chrome, and avast--went to reboot and it kept cyclycing
 between the booting
 screen and then seeing xp splash screen.
 
 Started over AGAIN this time only did avast, printer,
 firefox.  I did not
 reboot.hoping it will be okay enough for him to surf
 web.  I also was unable
 to connect with IE 6 to get the updates although the browser
 is functioning.
 
 Any ideas what is wrong--now the dvd rom does not only not
 see the Hiren
 disk , but the disk i put malware bytes and mcafree rootkit
