  The CD needs specific codes depending on how it was originally sold, as I have ran across this myself. 
  Starting with Windows 98, The operating system install is sensitive to the following:

  Specific OEM manufacturer - meaning if the disc used was originally sold to Compac - it would not finish installing unless it recieved an OEM number specific to Compac.

  New Install - retail

  Upgrade

  etc., etc.................

  Unless you know  what disc was used, you could spend forever trying to find the right number to put in it. Been there - done that...........

  This is why it is so important to get disc that was installed on your machine
