  Depending on the CPU, this is either a CPU feature or a motherboard
hardware feature.  There's no point in Windows trying to wade in and
take over that function.
  Windows does try to cache *disk* data in main RAM, but doesn't try to
manage L1/L2/L3 cache RAM.
