I think there may be a syntax error in your post. By "reboot" you seem 
to mean "reinstall" XP. If that is the case, for future reference you 
should only reinstall XP as a last resort. In the current case, your ISP 
was probably the culprit. There are a number of reasons for temporary 
service failures and you just have to wait. If it happens too often, you 
might consider a new ISP.

Since the computer was working well after your build (congratulations), 
I would probably go back to that point by Fdisking and formatting the 
hard drive using the utilities provided by Western Digital. Then install 
XP and install the updates as you did before. The reason for this 
approach is that there are probably some updated files on the hard drive 
that XP will not install on top of.
