Hi Paul,
If you've got the right .inf installed and utilized (monitor listed in
display properties is correct) then I think it's RMA time.  Monitors are
awful awkward things to ship but...  Do you have a friend with a high
refresh rate video card to swap monitors with?  This would switch all
variables but the monitor if said friend doesn't live in your premises.
Therefore, if the problem persists... definitely time for an RMA.  DOS
drivers shouldn't make a difference.
