Hi Dennis,
I think you are going to have to fine tune the MaxMTU and the RWIN settings for
the network  in the Win3.11..and also open up the port settings to 115,200 instead
of the default 9600 baud . Also remember that what your are trying to accomplish
is to achieve the maximum data throughput between the isp and the client,,, this
will only be accomplished by tweaking the MaxMTU and RWIN values to eliminate any
data bottlenecks .
