Please help me !!!

I have a VOLCANO VIDEO CARD (3D, VGA, TV, VCD, FM Radio). My problem is that when I use the TV MODE ...I CANNOT WATCH IN COLOR BUT ONLY B/W . I live in Argentina and here the TV stations broadcast in PAL N  system not in NTSC. But  I want to clarify that this VIDEO CARD is a switchable one and I always choose for the PAL N system. Could this problem be related to a file named "MCIOVL.DVR" ? what does "MCI OVERLAY" mean? Can anyone help me with this?
