Assuming that the BIOS has become corrupted and you can not boot because of
this, and that resetting does not help, there is a possible solution.
You need the following:
1) a BOOTABLE DISK containing your BIOS file. Make a couple, include any /
all BIOS versions you have.
2) An ISA video card. Any at all, as long as it works.

Remove any other cards, install the ISA vid card and connect it.

Locate the BIOS chip's pins 2 and 3.
Practice using a small screwdriver or such to short these two pins, as you
turn on computer, FOR ONLY AN INSTANT! I CAN NOT STRESS THIS ENOUGH. BE
FAST!
When you are ready, do it for real.
If all goes well, your BIOS chip will be forced back to it's core settings,
allowing a floppy disk and the ISA vid card.
Now you can flash the BIOS.
If all does NOT go well, you will have harmed the BIOS chip and / or the
motherboard. But, if you would have to replace the board anyway, who cares?
I suggest trying new power supply and memory first. Find local supply shop.
Maybe they let you try this. If it's the cpu, upgrade is the way to go.

Once again, THIS PROCEDURE CAN RUIN YOUR EQUIPMENT! BE WARNED.
