At that low a level, you could try a PCI POST card...
It tracks (displays)  the POST codes during BOOT...
I have had mine less than a month, and the problems
were fixed by the time it came...

Lots of blinking lights and flashing codes though...
The lights tell you what the PS is doing...

As I stripped it down, and then swapped things around,
the "talking BIOS" told me what was wrong...
(My BIOS speaks English and Chinese.)
