ASP.Net can be used by applications written with Visual Studio or any of the Visual packages.  If the application needs it, it usually is supplied with the application; however, since it is being promoted by Microsoft, it also has been included in some of the critical updates - ASP.NET level 3 was one of this if I remember correctly.
