Maybe.

I only run one PCI modem per machine now.

You need an IRQ for each if they are ISA modems
and two serial ports addresses available.

I once ran three modems on one computer.
Two internal ISA and an External on a serial port,
(on an extended IRQ, 12 IIRC).

It would be an interesting experiment trying this with PCI...
