  This usually means that other programs are still running.  If you think 
you've shut down everything you can, and this still happens, then try 
running these functions from Safe Mode.

I have the same Scandisk problem on a laptop running WinME.
I have tried running it in Safe Mode, with all power saving options turned off, and used control-alt-delete to check if there was anything else running.
I still get the message about Scandisk has restarted 10 times, and am prompted to respond, do you want to continue?
I just select No, I do not want to be notified that Scandisk has restarted.
Some time later, it will complete the scan.
I know I have to start scandisk and check it some time later to respond.
I have never been able to get around this.
