Sounds like what you need to do is go into the system bios (cmos)
and change the boot-up sequence.
It is probably set up something like:

First Device: C:
Second Device: Floppy  (or CDROM)
etc.

You can change it so the floppy drive is checked first to see
if start-up files are there.

If that's not the case, then your boot-up floppy doesn't have the
necessary start-up files on it.
