More about below...  My Case manufacturer would only "OK" their 300W
power supply (Antec) for up to an AthlonXP 1700+   (I called them for this
spec specifically before buying...)          FWIW...

Yes, it absolutely sounds like a power supply issue. I've experienced it
before. Ideally one should have a 300W model, particularly if it's an AMD
processor.
