The basic problem is that the computer for some reason does not see either
a floppy drive or a hard drive to boot from.
A common problem that I have seen is the hard drive cable is not connected
properly (and interferes with the I/O for the floppy controller).

Other possibilities:

1- BIOS setup with no drives identified in BIOS,
2- Bad Floppy controller or hard drive controller
