Chris,

I've seen this happen when there is a short to the motherboard.  Either the
board is grounded incorrectly or not at all.  Usually what I would do is
completely remove the board from the case, including the removeable base (if
there is one), lay the board on a box or some other non-conductive material,
hook up the power, video, and keyboard only, and then see if it fires up.
If it does, that means something is shorting out when you put the board in.
Try using paper washers in with the screws.

If the board still will not fire up, I would suspect the power supply.  Good
