If it is like all other Compaqs I have seen, you should do the following:

After the bios screen and just before the Windows is loading message, the
flashing curser on the screen will jump to the right and flash for a couple
of seconds. When this happens, hit the F10 key and that should get you into
the BIOS.

I may take a couple of tries to get the timing right.
