FTP services with IIS

I am using MS proxy server 2.0 on a network sharing a cable

modem. I am able

to access the internet from my clients but I am not able to

access ftp

services. I have tried everything with anonymous login, etc. but

I am unable

to gain access. I keep getting an error that the username, etc.

is wrong. I

have given access to everyone and still could not get logged on.

what

gives???
