using win98se

Im was monitoring my kernal processor usage in system monitor and noticed
my usage is at 100% all the time. I tried closing applications to see which
one is using up the cpu and after closong all my applications i was left
with 100% still.  I would like to know which application is doing this to
my computer. Is there any way to find out?
