It seems like it must be the power supply. A major  symptom of power supply
failure is that the power supplies fan no longer runs. Try another power
supply in the system. If the fan no longer runs then that is your problem.
You may try cleaning the power supply, by blowing some compressed air
through it, that could tide you over till you got a new one. But then again
it may not work at all. Get a new PS and you should boot fine.
