I recently had a customer with the U,I,O,J,K, and L keys typing out
numbers, astericks and back spaces (new Toshiba laptop!)!  After determining
that this XP Pro system's administrator's profile worked properly, I deleted
the unworkable one and created a new profile.  This would be an easier
solution if you are using XP.

I have had to replace several keyboards over the years, so they do go bad.
The newer, cheaper ones do not work as long as the older ones did, but then,
they are a lot less expensive.  If a known good keyboard does not work (then
your old one is probably still good, too), then either you have an operating
system problem or a bad trace ("wire") on the motherboard.  My guess would
be the mb.  You might be able to get a USB or serial keyboard that would
save you having to replace the mb just for this one problem.  If it an o.s.
problem, then a reinstall might fix it.
