Apparently the building and electrical codes in Canada are not the same as
here in the U.S.

In the United States, cable TV wire must have the shield attached to a
copper rod buried in the ground very close to the cable's entrance to the
building.  Because of this, most installers will attach the cable ground to
the exact same ground rod that used by the electrical panel box.
