The winds may indirectly be the cause. They are very dry and that
does promote static buildup. Other causes are some types of
clothing  and chair fabric combinations or shoe-sole flooring
combos. A humidifier might cure it (a lab i worked in just used a
5 gallon bucket of water as a humidifier in a small (very) room).
If you want a long term solution, it's either a humidifer, a
static dissipative pad ($50) or a static protection wriststrap
(cheapest and they work just fine). You can get all from Fry's.
