I recommend that you check the documentation for the motherboard. There may be one or more jumpers that need to be reset in order for the proper voltage and/or clock timing for the 2.2 Celeron to be provided. Your observation that the BIOS is locked suggests that the board may be "underclocked" for your new processor.
