USB 2 working selectively

In a PC, MB MS-6769, XP SP2, P$4 2 ghz ,the same front port works nice with a startech HDD enclossure usb 2.0 however no detection is shown when connecting a Transcend Storejet 20gb USB2 hdd.
In the rear ports both are detected but with the 20 gb hdd a message  appears warning that the device will work slower.

In the manual of the 20 gb hdd they say no drivers are needed fpr WXP SP1 so I don get whats happening.
Any comments?
