Hi, I would try this:
FDISK (to delete the partition and then re-partition the hard drive)(Don't
know why, but it seems to have solved problems in the past)
(follow the instructions, and then restart the computer)
FORMAT C: /s (note the spaces in between)
Just purely doing that usually works for me.(but there have been some
difficult ones so far.)
Also, I tend to use a win98  start up disk to load both win95 and win98. So far, I've only ever had problems with the win95 startup disks, don't know why.
